Don't buy anything under $400...it's really a waste of money. You'll regret it later~ this I promise.

$400 Boston Acoustics MCS 100 Surround Sound Package
-Very nice system for the price. Theater in a box with component quality. All-in one also avaliable (Avidea® 610). Flexibile enough you could use it for other purposes a few years from now to if you wanted to. 3 Colors.

At least with something like that, you can enjoy nice sound and reasonable cost. If you're strapped to the point that's out of range, should you really be pissing away money on sound? It's 33$ month...if you're dying to be ignant, make sure you spend less than $100 total. Philips makes a few that you can find at Target and Wal-Mart.

The only few systems that sound good and are still cheap are the ones that always have an amp burn out on exactly day 366 and their warranties require you to pay to ship the system to their facility in Canada, which costs more than it's worth anyway.

Save for something decent or find a quality setup that you can buy component, meaning you'll start out with maybe only stereo for $300. At least then, you can upgrade it as you get the money and don't have to wait, if you're in that impatient mode.
